These clamps or bands are steel taken from behind the magnets in a Smartdrive rotor.
They hold the magnets in place and improve the strength of the magnetic fields. They also add some strength to resist the outward forces from the repelling interaction with the rotor magnets. The design would need some curved plywood blocks bolted in against the steel for increased  strength.
